Background

Office/Unit/Project Description

The United Nations system continues its mission to support the Government of Côte d’Ivoire in restoring peace and strengthening democratic institutions. To this end, the United Nations has developed several assistance programs throughout Côte d’Ivoire. These programs expose UN personnel and equipment to security risks, which require specialized management to provide security advice and assistance to personnel present in the country. The Security Assistant assists the Security Adviser in ensuring that UN personnel adhere to basic security standards in their professional lives, as well as in their travel and the execution of their missions in the field.

Under the supervision of the Security Adviser (SA) for the United Nations Security in Côte D’Ivoire, the Local Security Assistant is responsible for assisting the Security Adviser in the exercise of his responsibilities assigned to the duty station and will assume the following functions:

Duties and Responsibilities

Assist in providing security management support to enable effective programme implementation throughout the country while protecting and minimizing risks to UN personnel

Support security risk management for UN Security Management Systems (SMS) in designated areas
Collect and organize information on safety factors relevant to the design and implementation of SUN programs
Participate in conducting security assessment segments and gather information on the latest trends and threats to personnel safety and security, as needed.
Gather information for the preparation of country security documents covering areas where SUN personnel, dependents and equipment are present.

Carry out assigned activities to support the implementation of the country security plan, contingency plans and business continuity management, as well as the United Nations security framework.

Contribute to the preparation and updating of security aspects of emergency management procedures involving SUN personnel and operations.
Assist in monitoring compliance with security regulations in agency premises and international staff residences in assigned areas of responsibility.

Maintain liaison with commercial companies responsible for SUN security in offices and residences to ensure that the deployment of security resources is in accordance with contract requirements.
Assist in monitoring and assessing the security and security preparedness of national offices and international staff residences.
Contribute to keeping SUN management and staff informed of security issues in country offices and their staff.

Collect information for inclusion in national office security reports.
Respond to and assist in reporting safety and security incidents affecting SUN personnel and eligible dependents by gathering and verifying security information necessary for situation analysis.
Maintain a database of SUN security contact details and list of SUN security focal points.
Contribute to knowledge networks and professional communities.
4.      Institutional Arrangement

The Local Security Assistant works closely with SUN agencies, under the supervision of the Security Advisor.

Required Skills and Experience

Minimum Education requirements
The end of secondary cycle level (BAC) is required. OR
A university degree (Bachelor’s degree) in political science, military studies, security management, management or a relevant field will be given due consideration, but is not a requirement.
Training in security, police and/or military is desirable.
Minimum years of relevant work experience
At least 5 years (with a high school diploma) or 2 years (with a bachelor’s degree) of relevant and progressively responsible professional experience in the security field, preferably in the military or police context or in a related field of work.
Required skills
Experience using computers, office software (MS Word, Excel, etc.), databases and web-based management systems such as ERP.
Experience in using HF and VHF radios,
A valid driver’s license is required.
Be able to work under pressure and maintain good working relationships in a multicultural environment.
Desired skills in addition to the competencies covered in the Competencies section
Prior experience within the United Nations system or an international NGO is desirable.
Experience in the use of radio communication systems and knowledge of country security codes are desirable.
Good experience in crisis management and security situations would be desirable
Good knowledge of Ivory Coast security measures
Required Language(s)
A perfect command of the French language, both written and spoken, is essential. Knowledge of English is an asset.
