With offices strategically located in Abidjan, Korhogo, Man, and Yamoussoukro, the IRC strives to strengthen the impact of its actions for the most vulnerable communities.

As part of a call for proposals launched by Gavi, the Vaccine Alliance, the IRC has committed to submitting a quality proposal to contribute to expanding access to essential vaccines in Côte d’Ivoire. Since its creation in 2000, Gavi has helped save lives by vaccinating more than 1.1 billion children against deadly diseases and ultimately preventing 18.8 million deaths. Through this call for proposals, Gavi continues its commitment by focusing on “zero-dose” children, who have never been vaccinated, and by strengthening health systems for greater resilience. With this in mind, IRC Côte d’Ivoire is seeking qualified, passionate, and committed professionals capable of contributing to the implementation of this strategic project if the submission is successful.
Job Responsibilities:
Under the direct supervision of the M-VACCINE Deployment Project Manager and the technical supervision of the MEAL Coordinator, the Monitoring and Evaluation (M&E) Specialist will be responsible for coordinating MEAL activities (data collection and analysis, evaluations) within the framework of the M-Vaccine project. In close collaboration with the GAVI team, the DCPEV project team and the MEAL team, he/she will play a key role in the implementation of the project by ensuring the quality of data and their use for informed decision-making and the production of evidence.
In this capacity, he/she will be responsible for:
Activity tracking
– Develop and implement detailed monitoring plans for the M-Vaccine project, ensuring they are aligned with the logical frameworks (indicator matrices, roles and responsibilities, ethics and data security). – Conduct regular evaluations and foster learning from results. – Produce high-quality data through in-depth analyses. – Present clear results via dashboards and visualizations to facilitate learning capitalization. – Organize regular monitoring visits to audit activities and assess project progress. – Contribute to the timely production of monthly, quarterly and annual reports. – Organize periodic meetings to review the application’s vaccination data with the MEAL team and stakeholders.
Evaluation of activities
– Prepare and coordinate all internal and external surveys and evaluations. – Review and validate the data collection methodologies and tools proposed by consultants and partners. – Carry out advanced analyses (inferential statistics) of the collected data. – Disseminate the results and recommendations from the evaluations through clear reports and feedback meetings.
Accountability
– Ensure the application of IRC’s standard accountability procedures in Côte d’Ivoire. – Oversee customer and partner satisfaction surveys to ensure feedback is taken into account. – Ensure that beneficiary feedback is collected, recorded and processed within the required timeframe.
Learning
– Develop, in collaboration with the management team, a learning strategy for the M-Vaccin project. – Facilitate the organization of the base study in the intervention districts at the beginning of the project. – Facilitate capitalization workshops after the implementation of the projects. – Organize reflection meetings (Project Cycle Meetings) and share actionable recommendations in accessible formats.
Information management and reporting
– Ensure the effective use of the M-Vaccin platform for collecting and encoding vaccination data. – Implement a robust system to manage and analyze M&E data, including the use of modern data collection and analysis software. – Develop indicators to assess platform adoption, number of vaccines administered, and end-user engagement. – Write regular reports on project progress, challenges encountered, and successes, and propose recommendations for improvement. – Identify and address gaps in information management while proposing concrete improvements. – Keep key project documents centrally and accessible (via Box or other tools). – Contribute to the compilation and communication of annual project statistics.
Support for the MEAL team
– Strengthen the capacity of MEAL teams and partners in database management and descriptive analysis of collected data. – Provide ongoing training on M&E methodologies and associated tools. – Provide technical oversight to ensure effective implementation of surveys and learning activities.
Qualifications
– Bac+4 level diploma in statistics or Master’s degree in public health (epidemiology or statistics option). – Minimum 5 years of professional experience in the health sector, with a particular focus on vaccination. – Good knowledge and experience in the management of health information systems. – Experience working with international NGOs. – Knowledge of community health, vaccination and primary health care.
Technical skills
– Proficiency in data collection tools such as ODK, CommCare, and KoboCollect. – Proven proficiency in the use of statistical analysis software (STATA, SPSS) and in the practical use of M-Vaccine or other similar applications. – Experience working with MSHP-CMU, UNICEF, and GAVI. – Experience in designing and conducting qualitative and quantitative surveys. – Excellent writing and analytical skills.
Cross-functional skills
– Strong interpersonal skills and the ability to work in a team in a multicultural environment. – Rigor and ability to work under pressure. – Fluency in French (written and oral) required; knowledge of English is an asset
