As part of a call for proposals launched by Gavi, the Vaccine Alliance, the IRC has committed to submitting a quality proposal to contribute to expanding access to essential vaccines in Côte d’Ivoire. Since its creation in 2000, Gavi has helped save lives by vaccinating more than 1.1 billion children against deadly diseases and ultimately preventing 18.8 million deaths. Through this call for proposals, Gavi continues its commitment by focusing on “zero-dose” children, who have never been vaccinated, and by strengthening health systems for greater resilience. With this in mind, IRC Côte d’Ivoire is seeking qualified, passionate, and committed professionals capable of contributing to the implementation of this strategic project if the submission is successful.

Job Responsibilities:
As part of the expansion of the M-Vaccin application in Côte d’Ivoire, aimed at improving vaccination coverage and child health in the country’s 64 health districts, we are seeking a Health Information Systems Officer. Under the supervision of the Project Manager, you will be responsible for the technological and IT management of the project, working closely with internal and external stakeholders.

In this capacity, he/she will be responsible for:

Improvement and supervision of the M-Vaccin platform

– Propose strategic directions for the development of the M-VACCIN platform. – Collaborate with technical partners to resolve technical issues, carry out updates and ensure continuity of service. – Support the validation of new features and ensure their compliance with user needs.

Coordination of technical resources and equipment

– Ensure, with the DCPEV, the logistics of the equipment (tablets, phones, computers) necessary for health workers in the districts. – Ensure the availability and maintenance of equipment in each district. – Manage the installation, configuration and maintenance of the infrastructure necessary for the deployment of the application (local networks, communication tools, etc.)

Technical support and training

– Supervise and support technical staff at the national and district levels. – Organize training sessions for health teams and local officials on the optimal use of M-Vaccin. – Strengthen the skills of ICT staff for effective management of digital tools.

Innovation and strategic alignment

– Identify and promote appropriate technological solutions to optimize the project’s impact. – Develop policies, procedures and methodologies in line with project objectives and international standards. – Contribute to the integration of digital platforms into national health systems by promoting their interoperability.

Qualifications

– Bac+3/4 degree in Computer Science, Information Technology or equivalent. – At least 5 years of experience in information systems management, ideally in the health sector. – Expertise in the development, implementation and maintenance of digital systems based on mobile technologies. – Knowledge of health data security and confidentiality standards and digital health systems management. – Expertise in the integration of digital platforms into national health systems and in the interoperability of databases.

Technical skills

– Good command of IT infrastructure and standard IT industry software. – Proficiency in Microsoft Azure and Power Platform (Power BI, Power Automate). – Database skills (SQL, RDBMS, OODBMS, XML). – Strong technical troubleshooting and complex problem-solving skills.

Cross-functional skills

– Ability to work harmoniously with other staff members in cross-cultural settings. – Excellent verbal communication and report writing skills with the ability to convey information effectively – English would be an additional working language. – Customer and customer service-oriented mindset and attitude, and the ability to work under pressure and follow instructions carefully. – Proven sense of professional discretion, integrity and the ability to handle situations diplomatically and effectively.
