Overview

The International Rescue Committee (IRC) was founded in 1933. IRC is a non-profit, non-sectarian humanitarian agency that provides assistance to displaced persons, refugees, and victims of conflict and oppression. It subscribes to the ideals of freedom and human dignity.

The IRC has been present in Côte d’Ivoire since 2003, responding to the humanitarian needs of people affected by socio-political crises. Currently, the IRC operates programs from offices in Abidjan, Korhogo, Man, and Yamoussoukro, and in the following sectors: health, women’s empowerment and protection, education, child and youth protection and development, economic recovery and development, social cohesion, and governance.

About the position

The Grants Manager works under the direction of the Grants Coordinator and is responsible for ensuring compliance with donor contractual rules and the timely submission of narrative and financial reports to donors or internal stakeholders in coordination with program staff and the finance department.

The Grants Manager is also responsible for maintaining all project files; supporting programs/projects through the distribution of proposal documents and grants; assisting in proposal development; and scheduling and organizing regular grant meetings. They communicate with donors and support the financial monitoring of grants. Finally, they provide general support to the program and operations teams in the processing of donor agreements and the day-to-day management of grants.

The Grants Manager has the opportunity to work closely with the IRC management team, field coordinators, technical coordinators and project managers, the monitoring and evaluation department, as well as all support departments (finance, human resources, supply chain, IT) to ensure quality grant management.

Responsibilities

Under the supervision of the Grants Coordinator, the Grants Manager will be responsible for:

Reporting

– Follow up on all project reports for submission to HQ and donors on time, adhering to donor requirements. – Compile and review reports for submission to HQ and donors and liaise with the Finance department to ensure narrative and financial reports are accurate/consistent and submitted on time. – Process revisions requested by HQ, in coordination with project teams.

Grant Management

– Manage the relationship with donors for assigned projects (contract analysis and negotiation, written communication, organization and participation in donor meetings, participation and support in project opening and closing meetings, submission of reports, and other).

-Act as a focal point with donors on grant management issues for current, past and potential projects.

-Review donor agreements/contracts and coordinate their dissemination with other IRC departments.

-Ensure that grants are implemented in accordance with IRC procedures and donor regulations.

– Ensure the archiving of all project-related documents and correspondence in paper and electronic format. – In collaboration with the Grants Coordinator, ensure that project expenditures and activities are properly executed through monthly budget analysis. – Provide lead on the preparation and follow-up of action points for monthly monitoring and analysis meetings.

– Support the MEAL Coordinator by supporting Project Cycle Meetings (PCM) for grants, including opening, implementation and closing meetings, and ensure appropriate follow-up of all issues raised. – Assist in the preparation of donor visits, external monitoring, reviews and audits, as well as inter-site evaluations, and participate in them as appropriate. – Negotiation of grant agreements with donors. – Monitoring of grant disbursements and expenditures. – Management of amendments and amendments to grant agreements.

Development of new projects

– Coordinate and supervise the submission of technical and financial proposals. – Coordinate with headquarters, technical teams, and the Finance team to ensure that submitted proposals are relevant, meet criteria, and are of good quality.

Communication

– Maintain positive relationships with funders by answering questions, participating in meetings, and keeping them informed of project progress. – Collaborate with program teams to ensure clear and accurate communication about grant-funded activities. – Disseminate information about funding opportunities to relevant teams.

Qualifications

– University degree in sociology, social sciences, development studies or project management; – At least five years of experience working with international non-governmental organizations in the field of program development and/or grant management; – Proven experience in coordinating funding proposals and progress reports from institutional and private donors. – Previous work experience in grant management and familiarity with the regulations, procedures and requirements of donors such as the UN, EU, CDC, USAID, the Global Fund, or the World Bank would be an advantage;

– Excellent drafting skills in French. Working knowledge of English would be an asset; – Working knowledge of budget development and management; – Excellent command of MS Office (Outlook, Word, Excel, PowerPoint); – Excellent oral and written communication skills and proven ability to produce and edit documents under deadline pressure; – Excellent organizational and initiative-taking skills; – Ability to work in a team and coordinate with several people on an activity – Ability to prioritize high volumes of work while meeting short deadlines;

– Ability to effectively manage competing priorities; – Ability to summarize required; – Ability and willingness to travel within the country.
