JOB DESCRIPTION

Organizational structure
This position is located in the ILO Regional Programming Unit (RPU) / Regional Office (RO) for Africa, in Abidjan (Côte d’Ivoire).
The RO has overall policy and management responsibilities for promoting ILO decent work principles, policies and priorities in the region and provides strategic guidance and support to all country offices and Decent Work Support Teams (DWTs).
The Regional Programming Unit (URP) provides support at the regional and national levels in the areas of strategic planning, resource allocation, implementation of programs and projects, development and implementation of decent work country programs, monitoring, evaluation and knowledge management.
Main mission
As a member of the team, the incumbent provides professional services for the execution and administration of a range of programming activities, with a focus on efficiency, effectiveness and client service. These services include programming and administrative support for the development, implementation, monitoring, evaluation and reporting of programs and projects in specific technical areas. The work is governed by established rules, regulations, policies, procedures and guidelines and requires the use of the Organization’s Enterprise Resource Planning (ERP) system. The incumbent applies and promotes the principles of Results-Based Management (RBM).
The incumbent works under the supervision of the Head of the Regional Programming Unit. Daily work requires minimal supervision. Detailed instructions and guidance are given for special assignments or for handling unusual or complex issues.
Labor relations
Internal contacts are with relevant staff and managers in field offices, project offices and headquarters, with the aim of maintaining effective working relationships, exchanging information on programming issues and obtaining assistance in this area. The incumbent regularly liaises with and receives guidance from the regional programming unit.
External contacts take place mainly with counterparts in government administrations, employers’ and workers’ organizations, United Nations agencies and other international organizations, as well as with donors; they aim to exchange information on programming issues and to obtain assistance in this area.
Essential Functions and Responsibilities
Provide professional services for a defined set of programming services. Provide inputs into the development of country operational plans, ensuring their broad alignment with global and regional strategic priorities and programming instructions. Conduct routine research and analysis, and draft portions of country-level situation analysis reports and briefing materials.
Provide timely, accurate and relevant information on program and budgetary matters to inform operational decision-making, through strategic use of Enterprise Resource Planning (ERP) software. Use baselines, performance criteria and indicators to measure, analyze and report on results. Monitor and verify the accuracy of programming data.
Participate in the assessment of country development plans and priorities. Contribute to the definition and establishment of objectives within the framework of Decent Work Country Programmes (DWCPs), taking into account the stated priorities and results. Stay informed of the political and socio-economic situation and propose measures to address new operational challenges as they arise.
Participate in missions to monitor and report on the implementation of programs. Identify problems that arise and propose corrective measures.
Develop draft memoranda of understanding (MOUs) in cooperation with technical specialists and external partners. Ensure that these MOUs meet established project implementation requirements and timelines. Request and follow-up on timely submission of status reports, and discuss challenges with relevant parties.
Participate in inter-agency meetings and gatherings to define areas of common interest.
Keep abreast of developments in applicable standards and best practices. Monitor and guide the work of staff responsible for carrying out program-related tasks. Supervise staff as appropriate.
Monitor the efficiency and effectiveness of work methods and processes, and recommend improvements. Work closely with relevant staff and managers to ensure the effectiveness and efficiency of activities in the design and delivery stages of services, and recommend improvements to interdependent processes.
Provide contributions to support the office’s communications activities.
Perform other relevant duties as required.

Minimum requirements
Training
University degree (bachelor’s degree or equivalent) in a field related to the nature of the job.
Experience
At least two years of professional experience related to planning, monitoring, implementation and evaluation of programs and/or projects.
LANGUAGES
Excellent command of French. Working knowledge of English.
Knowledge and skills
(technical and behavioral)
Good knowledge of the principles and concepts of programming and results-based management (RBM).
Knowledge of the programming cycle (planning, monitoring, reporting, evaluation).
Knowledge of resource mobilization activities.
Awareness of political issues and understanding of socio-economic factors.
Knowledge of methods and techniques for designing and evaluating the quality and effectiveness of process execution.
Good knowledge of PC software (including word processing, spreadsheets and presentation software) such as Microsoft Office.
