Overview
Background
The 1995 Beijing Platform for Action, adopted by 189 governments, is the world’s largest initiative for gender equality. It aims to enable every woman and girl to exercise her rights and freedoms. In 2020, despite progress, change remains slow for the majority of women and girls.
UN Women is leading the Generation Equality campaign to accelerate this progress. This campaign calls for equal pay, fair sharing of domestic work, an end to gender-based violence, adequate health services, and equal participation of women in politics. In March 2021, the Generation Equality Forum launched a five-year action plan, led by six issue-based coalitions, to achieve irreversible progress on gender equality and the Sustainable Development Goals (SDGs).
In Côte d’Ivoire, the campaign was launched on June 11, 2021, placing young people at the heart of the national mobilization for gender equality. A “Generation Equality” university caravan mobilized young people around Action Coalitions, with Gender Clubs as the main leaders.
The Program Analyst will contribute to the management of UN Women programs in Côte d’Ivoire, ensuring the design, implementation and evaluation of projects linked to the “Generation Equality” campaign.
Duties and Responsibilities
Development of Program Strategies:
Contribute technically to the development of program strategies within the framework of the Generation Equality campaign.
Provide substantial contributions to the design and formulation of program/project proposals and initiatives.
Identify areas requiring program-related support and intervention.
Technical Support and Program Management:
Provide substantial technical support to the implementation and management of the program.
Provide technical inputs to the annual work plan and budget.
Lead the implementation of program activities.
Develop technical knowledge products.
Monitor the progress of implementation of activities and finances using results-based management tools.
Write reports on monitoring missions, program results, outputs and impacts.
Provide substantive input into the preparation of reports for donors and UN Women.
Coordination and Support to Partners:
Lead the coordination of calls for proposals/requests, including the organization of technical review committees and assessment of partner capacities.
Provide technical assistance and capacity development to project/program partners.
Review, coordinate and monitor the submission of financial and narrative reports from implementing partners.
Train partners on results-based management and monitor implementation.
Maintain relationships with national partners to support the implementation and expansion of the GEF program.
Identify opportunities for capacity building of partners and facilitate necessary technical/programmatic support and training.
Mobilization of Resources and Partnerships:
Provide substantial contributions to resource mobilization strategies; analyze and maintain information and databases.
Prepare relevant documents such as project summaries, conference papers, briefing notes, speeches and donor profiles.
Participate in donor meetings and public information events as directed.
Advocacy, Knowledge Building and Communication:
Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products.
Coordinate the development of knowledge management methodologies and products.

Required Skills and Experience.
Education and Certification
A master’s degree (BAC+5) or equivalent in social sciences, human rights, gender/women’s studies, international development or a similar field is required.
A first-cycle university degree (BAC+3) with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A certification in project/program management would be an added advantage.
Experience
At least 2 years of progressive professional experience in the implementation, coordination, monitoring and evaluation of development programs/projects, donor reporting and capacity building.
Experience in implementing human rights, gender equality and women’s empowerment projects and initiatives is desirable.
Experience in setting priorities, budgets, work plans, participating in program development and program writing is required.
Language Requirements
Fluency in French is required.
Knowledge of English or another official UN language (Arabic, Chinese, Russian or Spanish) is desirable.
